Project Background:

The Justice Sector Support Program (JSSP) utilizes international and Afghan advisors to train and build capacity for Afghan officials within the Ministry of Justice, Attorney General’s Office, Supreme Court, Ministry of Women’s Affairs, and other justice sector organizations. The project has over 341 local national positions, many of which are advisor positions located in Kabul and throughout the 34 provinces of Afghanistan. Afghanistan Holding Group (AHG), has extensive experience working with justice sector institutions. AHG can call on a pool of 800 short-term consultants across all 34 provinces, which is critical to quickly filling vacancies and meeting technical and training needs that arise in JSSP.

Among other responsibilities, Ethics Advisor should provide assistance in developing and managing an in-house ethics training program within the Attorney General’s Office, Ministry of Justice, Ministry of Women’s Affairs, and the Supreme Court. He/She should also assist the justice institution to conceptualize the elements of professional ethical practices and procedures in accordance with international best practices

Job Requirements :

Duties: The Ethics Advisor shall:

  • Assist in developing and managing an in-house ethics training program within the Attorney General’s Office, Ministry of Justice, Ministry of Women’s Affairs, and the Supreme Court
  • Coordinate with the JSSP Subject Matter Expert and other embedded staff in assessing current practices and procedures within the justice institutions. Develop an improvement plan in coordination with the justice institutions
  • Help the justice institution conceptualize the elements of professional ethics practices and procedures in accordance with international best practices
  • Develop training materials on professional ethics based on international best practices with relevancy to Afghanistan and any applicable Afghan laws
  • Conduct training in the justice institutions with an emphasis on public service and patriotism. Build capacity by providing day-to-day mentoring in the justice institutions on improving professional ethics and supporting the justice institutions in developing a cadre of professionals who perform their duties with objectivity, due diligence and professional care, in accordance with professional standards
  • Develop capacity of the Afghan colleagues to help in transition
  • Provide regular reporting on work activities or other reports required by the project management
  • Perform any other duties as assigned by a supervisor

Qualifications:

  • Minimum four years of professional experience with increasing responsibility, including coordinating with justice institutions
  • Must have a bachelor’s degree in law, business, ethics, public policy and administration, international development, or relevant field
  • Experience identifying and evaluating risks, preferably within public office
  • Demonstrated ability to develop and implement programs on ethics including oversight of various public sector institutions
  • Proven ability to develop and communicate a common vision among diverse partners
  • Understanding of Afghan legal system
  • Excellent oral and written communication skills
  • Demonstrated experience developing and implementing training courses on ethics, ethical practices, and professional development
