CSSF (Conflict, Stability and Security Fund)

Main purpose of job:

The Conflict, Stability and Security Fund (CSSF) provides development and security support to countries at risk of conflict or instability. The CSSF is a flexible fund, with an annual budget of £1.2bn, which supports and delivers security, defence, peacekeeping, peace-building and stability activity in over 70 countries using both Official Development Assistance (ODA) and non-ODA funding.

The Burma Conflict Security and Stabilisation Fund’s (CSSF) objective is to encourage and support Burma’s transition to become a stable, peaceful and democratic country.  The programme has been designed to support the peace process and the process of security sector reform, delivering against the UK National Security Council and HMG objectives of Democracy, Peace Building and Stability, and complementing the wider work of the Embassy in Rangoon.

The jobholder will be responsible for programme finances and project management for the Embassy’s £5 million per year CSSF portfolio, working as part of the Embassy’s CSSF team to deliver a joined up response to HMG’s security, stability and peace work in Burma.

The jobholder will be responsible for developing relationships both internally and externally with our range of project implementers, working with them to ensure compliance with CSSF and FCO programme rules. Managing the timely provision of financial reporting to HQ; working with the programme manager to monitor projects, including partners’ reports and invoices. The jobholder will work with the CSSF team in supporting the development of new proposals and will liaise with implementers to develop funding arrangements, including drafting of Contracts and Terms of Reference for procurement. The jobholder will also be responsible for efficient management of the project portfolio on PRISM, and Hyperion, including maintenance of supplier information and full delivery of the purchase to pay cycle.

In your role you will ensure Gender Equality Act compliance and support CSSF ambitions on women’s economic opportunities, inclusive growth and poverty reduction through your team.

You may have the opportunity to participate in annual reviews to assess the performance of CSSF programmes.

Roles and responsibilities / what will the jobholder be expected to achieve?


  • Manage the FCO CSSF portfolio on PRISM and Hyperion forecasting.
  • Manage supplier information and purchase-to-pay cycle, liaising directly with implementers to ensure compliance.
  • Resolve payment issues and ensure all information is up to date and reported to CSSF portfolio manager. 
  • Ensure financial reporting deadlines are completed on time.
  • Work with the portfolio manager to monitor projects against objectives, ensure information is provided on schedule and evaluate reports from partners.
  • Support the CSSF team to deliver the CSSF projects in a culturally sensitive way, by understanding the local context.
  • Work with external partners and the CSSF programme manager to ensure project proposals are robust.
  • Coordinate with implementers on the development of contracts, MOUs and procurement TORs, ensuring that these are fully compliant with CSSF and FCO programme rules.

• Strong Burmese and English language skills, both written and spoken.
• Proven ability to communicate effectively to staff and external parties
