聯署保留摩頓臺排球場 反對天價納米禮堂工程  Petition Against the 100-million Mini Community Hall Project and to Keep Moreton Terrace Volley Court
摩頓臺活動中心1.4億工程即將於立法會財務委員會審議,當區區議員楊雪盈發起聯署,促請各委員否決項目,保留現有排球場;並要求政府重新就灣仔區文康設施進行整體規劃及研究。讓灣仔區議會將能更有效地運用一億公帑,惠及社區。


The proposed 100-million Moreton Terrace Activities Centre will soon be submitted to the Legislative Council Finance Committeee for review. Wan Chai district councillor Clarisse Yeung is now starting a petition to urge the government to keep the affected volleyball court, and request the government to reexamine the overall recreational planning scheme in Wan Chai District. It is hoped that the Wan Chai District Council can use the 100-million fund more wisely for the benefits of the community.

致 各立法會議員:


《聯署保留摩頓臺排球場 反對天價納米禮堂工程》


我們就以下理據,促請各位委員否決灣仔區社區重點項目興建摩頓臺活動中心的方案:


1. 項目公眾諮詢粗疏,市民未能表態

民政署只在2013-14年舉行過兩場諮詢會,當中只收過51居民的支持意見,便拍板決定拆卸摩頓臺排球場,興建活動中心。同時間有1135名市民聯署要求保留摩頓臺臨時遊樂場,卻沒有納入考慮;


2. 政府既然有意重新規劃鄰近的加路連山道社區用地,應考慮在上址籌建社區會堂

上址距離摩頓臺僅450米,保留加路連山道的政府、機構及社區用途,按將標準社區會堂於該址籌建,才能發揮最大效應;無須拆除細小的運動場地,強行興建活動中心;


3. 計劃建成的納米禮堂面積被質疑誇大成效

禮堂面積僅206平方米,比原來的排球場面積更小,卻聲稱能容納250人。按此數據,其人均使用面積僅0.58平方米,比廉航的0.6平方米更擠逼。專業表演者團意見認為禮堂設計不周,空間細小令表演節目諸多限制,使效益成疑;


4. 拆卸摩頓臺排球場令居民失去寶貴的開放空間

根據香港規劃標準與準則的主流康樂活動設施供應標準,設立戶外排球場的標準應為每20000人一個;惟有129萬人口的港島區只有8個戶外排球場,如摩頓臺球場改建之後則剩下6個,嚴重剝削居民的康樂需求。社區重點項目計劃引起極大爭議,箇中原因是灣仔區的政府、機構及社區用地及休憩用地不斷被削,而項目只會將持份者置於對立面;


5. 有關摩頓臺排球場的重置安排令人擔心

摩頓臺排球場使用率高達四成,對排球界亦有重大意義。現有計劃卻只在鄰近維園手球場上劃線,待有人預訂場地時才會安置球網,無疑是對排球運動發展的打擊;此方案亦會影響手球場的現有使用者和附近居民;


6. 選址細小,只能興建三層的小型活動中心,成效不彰

現時私人樓宇每平方米約為40,000元,此項目卻高達每平方米60,000元。元朗區同樣以一億撥款興建的綜合服務大樓,總樓面面積約3900平方米的八層高大樓,反映更好的用地選擇才能發揮一億撥款的效用。


我們懇切希望各位委員考慮以上理據,否決項目,並要求政府重新就灣仔區文康設施進行整體規劃及研究。此舉將能讓灣仔區議會將能更有效地運用一億公帑,惠及社區。


Dear Legislative Councillors,

《Petition Against the 100-million Mini Community Hall Project and to Keep Moreton Terrace Volley Court》


We urge the committee members to decline the proposed option of building Moreton Terrace Activities Centre under the Wan Chai District Signature Project Scheme on the following grounds:


1. Public consultation was inadequate and residents did not have sufficient opportunity to voice their opinion

Only 2 public consultation sessions were held by the Home Affairs Department in 2013-14, and the proposal was approved to demolish the Moreton Terrace Volleyball Court with only 51 residents’ representation. A petition with 1,135 people was presented to HAD but has not been taken into consideration.


2. The Government should consider building an activities centre in the redevelopment site at Caroline Hill Road instead

The redevelopment site is only 450m away from Moreton Terrace, and incorporating a new community centre in the large G/IC zone will maximize efficiency. The government should consider this option instead of building such a small centre in a sportsground.


3. The proposed hall is too small

The hall is only 206 square metres, smaller than a standard volleyball court. While it is claimed that the hall can accommodate an audience of 250, the area per capita is only 0.58 square metre, which is even smaller than 0.6 square metre offered by budget airlines. According to professionals in performing arts, the design of the hall is inadequate, and the small scale puts huge limitation to performances.


4. Demolishing Moreton Terrace Volleyball Court further shrinks the valuable open space area for residents

According to Standards of Provision for Core Activities in Planning Standard and Guidelines, there should be 1 outdoor volleyball court per a population of 20,000. However, there are only 8 courts on all of Hong Kong Island, with a population of 1.29 million. Demolishing Moreton Terrace Volleyball Court further reduces the figure to 6. A key issue with the proposal is the ongoing assault on the already limited open spaces available to Hong Kongers.


5. The relocation arrangement of Moreton Terrace Volleyball Court is doubtful

The usage rate of Moreton Terrace Volleyball Court is high, at as much as 40%, and it is of significant value to the sports development sector.  The current relocation plan is to share the field with a handball court in Victoria Park, installing movable nets whenever there is a reservation. Such arrangements will only hinder sports development in the community, and also put negative impact on other handball court users and nearby residents.


6. The overall effectiveness of the scheme is questionable as only a 3-storey building can be erected at this tiny site

The construction fee of the proposed building is as high as 60,000 per square metre, while that for a residential development is only 40,000 per sqm. The Yuen Long District plans to use the 100 million fund to build an 8-storey integrated service centre, showing that the potential of the budget can only be maximized with a better site choice.


We sincerely hope that all committee members can take our above-mentioned arguments into consideration and decline the proposal, and request the government to re-examine the overall recreational planning scheme in Wan Chai District. We hope that the Wan Chai District Council can use the 100-million fund more wisely for the benefit of the community.
