Dear Chair Roberts and Members of the Water Resources Commission:
We, the undersigned, are united in support for smart management of Oregon's finite water resources. Our economy and way of life depend on a clean and reliable source of water to meet current and future demands, including the needs of vibrant communities, sustainable food systems, healthy rivers, and native fish and wildlife. Our rivers are already overtaxed, and as the state gives out more permits for groundwater, this underground resource is being pumped at a greater rate than can be replenished.

Oregonians want smarter water management that protects Oregon’s economy and way of life for future generations. To ensure this future, we are asking the Commission to move forward on three specific areas:

GROUNDWATER RESEARCH AND PROTECTION: There are critical gaps in our knowledge of how much water we have or how quickly it is being consumed. Don't put off developing a groundwater action plan that prioritizes needed data for decision making in Oregon's most vulnerable groundwater basins.

MEASUREMENT OF WATER USE: We cannot keep draining our water resources without paying attention to the balance sheet. Less than 20% of water users currently measure and report their water use. Please use your authority to move forward on a statewide plan and timeline for measuring water use that includes groundwater.

NO MORE RUBBER STAMPS: The practice of approving new water permits without sufficient data to show if groundwater is available is irresponsible and puts all Oregonians at risk. We ask the Commission to ensure these decisions are made based on sound data that proves the sustainability of groundwater uses.
