Senate Bill 743 requires developers and agencies to overhaul how they assess their projects' transportation impacts. Focusing on vehicle miles traveled (VMT) instead of local congestion may require the creation of innovative mitigation banking and exchange mechanisms. Our new report guides local and regional agencies through the key factors they'll need to consider to implement the law effectively.
