SSDAB Consultation Survey
The Community Media Association (CMA) is soliciting views on the Government's proposals for a licensing regime for small-scale DAB (SSDAB) radio multiplexes.

The Government's aim is create a lighter touch regulatory regime that is more suitable for small-scale radio multiplexes. Therefore the Department for Digital, Culture, Media & Sport (DCMS) now wants to take views from commercial radio and community radio on the best approach for licensing SSDAB radio multiplexes.

The CMA welcomes comments from individuals and organisations involved in the commercial and community radio sectors, including members of the public who hold an interest in commercial and/or community radio.

The CMA's position on SSDAB will be informed by the responses that we receive to this survey.

How long has the licence applicant been established?
Q1. DCMS would like to know your views on whether reserving capacity on small scale radio multiplexes for community radio stations is the best way of securing carriage for these types of services on mini-multiplexes (mini-muxes). Do you agree with the principle?
Q2. DCMS welcomes views on whether there should be an upper limit placed on the amount of capacity reserved for community radio services. Should this be a single figure that is applicable across all multiplexes?
Q3. Do you agree with the principle that SSDAB multiplex operators should be able to offer unused capacity reserved for community radio services on a temporary basis?
Q4. DCMS welcomes your views on the implementation of a community digital broadcast licence (C-DSP) and on the interaction with the existing community radio licensing regime. What are your thoughts on this?
Q5. DCMS is asking for your views on whether there should be any restrictions on the number of small scale radio multiplex licences that can be held by operators and whether this would adequately address concerns about community radio access to SSDAB radio multiplexes. What are your views on this?
Q6. DCMS wants to know your views on whether any restrictions should be placed on the number of licences that broadcasters on small scale radio multiplexes may hold or have an interest in. What are your views on this?

Q8. Please refer to Page 13 of the DCMS consultation document. Do you agree with the up to 40% limit in areas already served by a local multiplex; if not, why not and what alternative do you propose?
Q9. DCMS would like to know your views on the duration of licences for operations an SSDAB multiplex. Please give your response.
Q10. DCMS also welcomes your views on the merits of linking licence length with the underlying demand in an area for an SSDAB multiplex licence. Longer licence periods may be granted in areas in less populated areas or where there is no other demand. Please give your response.
