聯署反對《銅鑼灣分區規劃大綱草圖（編號：S/H6/16）》過度商業化，無視居民生活環境 Objection to the Amendment of OZP of Causeway Bay District (S/H6/16)

規劃署早前修訂《銅鑼灣規劃分區大綱圖》，放寬銅鑼灣核心商業區的高度限制，預料多幅具重建潛力用地將發展成摩天商廈，加劇銅鑼灣過度商業化的問題。
規劃署於早前諮詢灣仔區議會，全體在席議員均一致反對修訂，認為銅鑼灣規劃過度商業化、趕走民居。
城規會現正邀請市民就修訂提交書面申述，希望各位在3月26日截止前加入聯署，守護鬧市中僅餘的一片天空。

The Planning Department previously made amendments on the OZP of Causeway Bay District, relaxing the height restriction of core business area of Causeway Bay. It is predicted that more skyscrapers will be erected, worsening the over-commercialisation of the district.
All District Councillors of Wan Chai District have objected to the amendment in the meeting earlier.
The Town Planning Board is currently collecting public opinion. Please respond by 26 March to conserve our current landscape.

本人反對銅鑼灣分區規劃大綱圖放寬高度限制，理由如下：（請選擇能代表閣下意見的段落，可全選）I object to mentioned proposal for the following reasons (you may choose more than one):

阻塞交通 Worsening Traffic Congestion

現時區內的擠塞問題已極嚴重，新增的樓面面積會帶來更多車流，銅鑼灣核心位置將來更水泄不通；Traffic congestion in the district is extremely serious. The additional floor area will lead to higher traffic flow, while the core area of Causeway Bay will become even more difficult to drive past in the future;

加劇空氣污染 Degrading Air Quality

銅鑼灣禮頓道一帶的核心商業區及大坑住宅區的規劃密度過高，大廈群之間缺乏空曠地方，若更多高樓落成，將嚴重阻礙空氣流通；The planning density of the commercial area and Tai Hang residential area along Leighton Road is currently too high, with insufficient open space between buildings. The erection of more high-rise buildings will seriously impede the air circulation;

現時銅鑼灣空氣污染已極嚴重，修訂若通過將使污染蔓延至較低密度的地區（如大坑及加路連山一帶等）；At present, the air pollution in Causeway Bay is extremely serious. If the amendments are approved, the pollution will extend to areas with lower density (such as Tai Hang and Caroline Hill Road);

是次修訂所設樓宇間距、後移等通風措施只是沿用2010年指引，當時沒有考慮高度限制會放寬，因此僅建議拓闊行人路0.5米。未能對應對大廈基座之間所產生的熱島效應及屏風效應；The ventilation measures and suggested building spacing were based on a guideline in 2010. Back then, there were no consideration of relaxation of heigh restriction. The recommendation of extending the footpath by 0.5 meters thereby fails to address to the heat island effect and the problem of walled buildings.

徒增發展密度 Increment of Development Density

即使是次修訂沒有改變地積比，但由於銅鑼灣地價高昂，地產商或市建局亦可以「轉移地積比率」的方法，將其他區的剩餘未發展的地積比，轉移到銅鑼灣區。如此會讓樓宇可以建得更高和更享大面積。整個大坑浣紗街等充滿歷史特色的街道群，亦將起翻天覆地的變化，情況堪憂；Even though the plot ratio remains unchanged, subject to the high land price in Causeway Bay, developers or the URA may still transfer the undeveloped plot ratio from other districts to Causeway Bay. This will allow buildings to be built higher with more room. The Tai Hang Wun Sha street area is full of historical features; such change would lead to tremendous in terms of landscape;

城規會應在所有受惠地段的備註中，加入不容放寬地積比限制的條文，闡明未來的發展將要嚴格跟從該地段的地積比限制，以免建築密集程度超越極限；The Town Planning Board should include a remark prohibiting a relaxation of the plot ratio so that future developments will strictly follow the existing plot ratio restrictions, minimising the opportunity for exceeding construction limits;

破壞自然景觀 Destroying the Natural Landscape

太平山及維港山脊線是香港獨有景色。現在僅勉強可見山脊景觀，一旦放寬並重建，山脊線及天空的面積會大減；The Peak and the ridge along Victoria Harbour are unique views of ours. The ridge is now barely visible. If the amendment is adopted, the visible area of the ridge line and the sky will be greatly reduced;

城規會鼓勵重建項目採沒有法律約束力的《可持續建築設計指引》，只是一廂情願。若重建項目不採用，街道只會更擠迫；The Town Planning Board encourages redevelopment projects to adopt the Guidline for Sustainable Building Design, which is not legally binding but wishful thinking. The streets will only be more crowded without such consideration;

剝奪日照權利 Deprivation of Sunlight

密集的高樓會遮擋陽光，現存大廈在設計上已考慮足夠採光，但如高度限制放寬35米，可加建的樓層將嚴重阻礙日照，更會影響衛生；The existing buildings were designed with sufficient lighting in mind. However, if height restrictions are relaxed to 35 meters, the potential floors that can be built will seriously impede the sunlight as well as sanitation. The intesity of tall buildings will block the sunlight.

規劃署引用的《可持續建築設計指引》，無考慮建築方向及角度等重要因素，不能保障整個社區的日照權。The guideline for sustainable building design mentionted by the Planning Department overlooks important factors as the direction and perspective of the architecture. Consequently, it cannot protect the right to sunlight of the entire community.
