Telemedicine in Brazilian public policy management

ABSTRACT

The paper analyzes positive and negative effects of the introduction of a broad public health policy based on telemedicine. Different models of telemedicine are analyzed based on the main concepts and definitions of telemedicine which relate to education, reduction of costs and provision of technological support to other areas of social policies. Best practices in telemedicine will also be described particularly regarding its role in reducing costs of healthcare, minimizing the environmental impact of human activities and generating innovation that encourage citizenship and education.

            This paper describes telemedicine in Brazil. The authors divide the field of telemedicine into low technology and high technology depending on the type of information and communication technology (ICT) used. In Brazil, since the availability and use of broadband ICT is not widespread, sophisticated and complex telemedicine that involves images, graphics, and transfers cannot be advocated for universal use. Low-end ICTs that involve message transfer and voice communication are widely used in Brazilian telemedicine and are found to be very effective. For example, a project that provides healthcare to Mato Grosso's Xingu Indigenous Park (a remote region) implements a model for monitoring and provides assistance to health professionals who service tribes. This model reduces the time required for diagnosis and improves the quality of care.
