Sanford residents will weigh in on three proposed major infrastructure and facility projects totaling more than $11 million on the November ballot.

The City Council approved three citywide referendum questions last month.

The first question will ask voters whether to allow the city to borrow up to $2 million for immediate infrastructure needs. These would include a drainage system replacement on Ocean Park Road, a new roof on the Police Department building, HVAC improvements at City Hall and the community center, improvements to the middle school baseball field, improvements to the recreational facilities on Foss Road, reconstruction of Lincoln Street and erosion mitigation work at Camp Ellis.

The second question will ask voters if they would approve the city borrowing up to $7.25 million to relocate the public works building from North Street to Industrial Park Road and to redevelop North Street. The proposed price tag on this project is offset by $2.5 million the city hopes to receive if it were to sell the current public works property on North Street.

The city has discussed a new public works building for a number of years, and the current proposal is scaled down from past plans yet still meets the needs of the city, according to Public Works Director Patrick Fox at a July City Council meeting.

The third question will ask voters whether to allow the city to borrow up to $2.5 million to extend the city sewer line on U.S. Route 1 from Flagpond Road to the Scarborough line and would add sidewalks along Route 1 from the Funtown Splashtown USA amusement park to Springhill Road.

Councilor Kevin Roche said at a recent City Council meeting that if the Route 1 infrastructure bond was approved it would authorize the city to spend the money but it didn’t mean the city had to spend it. He said the city should not go forward with spending the money toward the improvements until more commercial development takes place in the area.
