The credit has nothing to do with itemizing or taking the standard deduction. You will use the credit directly on the federal taxes owed AFTER the taxable income is computed.

Can you get it if you file 1040ez

There is no more 1040EZ ... only the new 1040.

Potentially remedial question:

 

If the vehicle is titled to a non-income earning spouse, does the credit apply to married filing jointly total income?

What you describe is immaterial ... the EV credit belongs to both of you on a joint return.
