A new program being tested in Illinois teaches skills designed to help youth and adults with a finalized adoption or guardianship  deal with intense or shutdown emotions resulting from past trauma.

Proponents of the waiver extension are advocating for the bill to be attached to the next piece of "must-pass legislation" — which would more than likely be the spending bill to end the current government shutdown. 
 

Gavin Newsom wants the state's juvenile justice arm to be run by Health and Human Services Agency rather than the corrections system.
