OVERVIEW

Under the direction of the assigned supervisor, the incumbent assists in the planning and development of the County Solid Waste Division’s education and outreach program elements, and is responsible for implementation of the education and outreach program. Responsibilities include utilization of technical skills in providing assistance to businesses, County employees, the public, and solid waste division staff.
 
DISTINGUISHING CHARACTERISTICS
Education and Outreach Technician is a stand-alone classification. It is also distinguished from the Education and Outreach Coordinator classification, which requires more independence in program development and evaluation, including grant and contract administration.
   
Work assignments are received with general and limited technical instruction and objectives with significant latitude for independence in the selection of courses of action and the resolution of complex or unique problems within the framework of state legislation and department policies and procedures. Work is reviewed periodically by the supervisor and Program Manager for the effective development, promotion, and implementation of programs and evaluated through conferences, meetings, reports, and results obtained.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

Required Education and Experience
  • Associates  degree from a college or university accredited by an agency recognized by the US Department of Education with major coursework in environmental studies, education, communication,  or other closely related field; AND
  • Two years of experience planning education and outreach.
  • Experience in using Microsoft Office Suite; OR
  • Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work. 
 
Preferred Education, Experience or Other Qualifications
  • Bachelor’s degree from a college or university accredited by an agency recognized by the US Department of Education with major coursework in environmental studies, education, communication, or other closely related field.
  • Experience in communications, social marketing, public relations or education/outreach working effectively with diverse groups, developing and presenting educational materials, and coordinating events.  
  • Experience working in a government environment.
  • Experience in environmental education, particularly with solid waste programs.
  • Experience with graphic design, web design software, and/or social media.

Please note: The incumbent is responsible for obtaining and maintaining all of the following required licenses, certifications and other requirements. 
 
  • Prior to employment the successful candidate must:
  • Pass a criminal background check through law enforcement agencies.
  • Submit official transcripts from a college or university accredited by the US Department of Education if education is being used to meet the minimum qualifications.
  • Submit a copy of their State driving record to verify their eligibility to drive for Kitsap County.
  • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
 
At time of appointment the successful candidate must:
  • Possess a valid Washington State driver’s license.
  • Be able to fulfill all traveling requirements of this position and meet the qualifications and guidelines of the Fleet Risk Control Policies in the operation of a motor vehicle on County business.

  • Recycling, resource conservation, hazardous and solid waste management practices and related issues and industry standards. 
  • Principles of educational and curriculum development, and behavior change theory. 
  • County, State, and Federal laws and regulations relating to solid and hazardous waste management.
  • Principles and methods associated with social marketing, public education and outreach.
  • The use and care of personal computers, related peripheral equipment and application software.
 
Skills and/or Ability to
  • Effectively communicate both orally and in writing, particularly while preparing reports and conducting presentations to members of the public, to both small and large audiences. 
  • Utilize word processing and database programs.
  • Prepare and present education material.
  • Coordinate events for public outreach.
  • Adapt modern principles, methods, techniques and standards to the planning, design and implementation of a variety of solid and hazardous waste educational and behavior change programs and projects. 
  • Establish and maintain cooperative, effective, and productive working relationships with co-workers, contractors, public officials and the general public (including potentially hostile individuals), using tact, patience, and courtesy. 
  • Mediate and tactfully resolve controversial issues. Be discreet when dealing with sensitive issues.  
  • Perform technical research and provide reliable advice on difficult problems.
  • Generally understand and apply laws and regulations pertaining to waste disposal and recycling methods and options.
  • Effectively plan and organize work and complete tasks within prescribed timeframes.
  • Manage resources for projects through planning, forecasting, feedback and control.
  • Appear for scheduled work with regular, reliable and punctual attendance. 
  • Attend meetings or participate in activities outside normal working hours, including occasionally working over 40 hours in a work week.
 
WORKING CONDITIONS/PHYSICAL ACTIVITIES

Positions in this class typically require:
  • Work is performed in an office environment, but often involves presentations at schools or to community groups, and educational booths at community events, sometimes held outdoors.
  • Attendance at meetings outside of normal working hours at various locations throughout the County and occasional travel outside the County. 
  • Substantial telephone and in-person contact with other County employees, agencies, contractors and the public requires that the incumbent have the ability to communicate effectively.
  • Exertion of force of up to 25 pounds occasionally and/or 10 pounds frequently to lift/carry/move objects, files or materials.
  • Vision sufficient to read source materials and computer screen data.
  • Sitting or standing for extended periods of time.
  • Walking through uneven terrain, and/or climbing stairs while carrying objects, may be required for community events. 
  • Reaching, handling/grasping documents.
  • Clear speaking and adequate hearing sufficient to communicate effectively and respond appropriately both in-person and on the telephone.

Incumbents may be:
  • Exposed to possibly inclement weather and other physical hazards out in the field.
  • Exposed to potentially hazardous situations such as dealing with disgruntled or hostile individuals.
  • Exposed to noxious odors and hazardous wastes when working at collection events and conducting facility tours.

ILLUSTRATIVE EXAMPLE OF DUTIES

Essential Job Functions:
  • In coordination with Solid Waste Specialists, design, implement, and evaluate programs including identifying needs, developing work plans, setting objectives with measurable performance standards, and identifying financial impacts.
  • Develop and manage assigned program budget and approve expenditures.
  • Track program effectiveness, budget, and make recommendations to management based on data analysis and performance measurements.
  • Assist in developing outreach material in support of program activities and conduct divisional outreach activities. 
  • Prepare and deliver presentations to agencies, civic organizations and other forums as requested.
  • Develop and implement related school/youth classroom curriculum for the education and outreach program.
  • Provide technical assistance to the public and businesses on the telephone and in person regarding proper solid waste recycling and waste reduction programs. Coordinate educational workshops with other agencies. May conduct training sessions for area businesses and County departments on waste management topics.
  • Plan and coordinate special events to promote waste reduction, recycling, composting, and/or moderate risk waste programs, such as exhibits, displays, or other promotional events.
  • Provide support for periodic collection events (yard waste, furniture, tires, household hazardous waste, etc.) sponsored by the Solid Waste Division, including, event promotion and marketing, staffing, and general planning.
  • Edit material and coordinate with graphic/web design staff in creating promotional materials for publication and reports
  • Coordinate activities with other Public Works staff and the staff of other departments and agencies to ensure efficient program implementation, and identify opportunities for cross-promotion.
  • Promote good public relations and program participation, providing representation for the Solid Waste Division and County regarding solid waste and moderate risk waste issues on various committees with State and regional solid waste entities, City staff, school districts, Indian tribes, other agencies, and the general public. Maintain professional relationships with and provide educational/ technical assistance to other County departments and governmental agencies. 
  • Document, analyze and report on work performed. 
  • Recommend actions to enhance education and outreach efforts.
  • Develop and maintain a record management system that provides for the proper evaluation, control and documentation of assigned operations, including preservation of pertinent information. Monitor and document expenditures for areas of assignment. Research, collect and analyze data relevant to program activities.
  • Research and prepare responses to inquiries from the public, elected officials, government agencies and special interest groups.
