Job Description

This position will provide senior level application development support for the Department of Health and Human Services supporting both Behavioral and Public Health applications developed in Java including but not limited to Electronic Test Ordering, Crime Victims, Electronic Death Register, Birth Registry, Maternal and Infant Health Program, and Omnibus Budget Reconciliation Act (OBRA).  This position is a member of a team of information technology professionals.  The team focus relies on strong players willing to contribute to each project while focusing on achieving the goals and mission of the agency.

KNOWLEDGE, SKILLS, AND ABILITIES:
Required:

  • Knowledge/Training in the analysis, design, programming, testing, implementing and supporting web based applications and/or client/server applications.
  • Knowledge/Training with the object oriented design techniques and programming languages.
  • Knowledge/Training in developing systems with relational databases.
  • Knowledge/Training in Database Administration.
  • Knowledge/Training of systems development methodology utilized in the development of new systems and enhancements.
  • Knowledge/Training in analysis and requirements gathering.
  • Knowledge/Training in development of test plans and components, and conducting unit, system and user acceptance testing.
  • Ability to prepare detailed written instructions and documentation.
  • Effective oral and writing skills.
  • Time management skills.

Required Education and Experience

Education
Possession of a bachelor's degree with 21 semester (32 term) credits in computer science, data processing, computer information, data communications, networking, systems analysis, computer programming, or mathematics.

Experience
Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11.

Alternate Education and Experience

Possession of an associate's degree with 16 semester (24 term) credits in computer science, data processing, computer information systems, data communications, networking, systems analysis,computer programming, project management, or mathematics and two years of experience as an application programmer, computer operator, or information technology technician; or two years (4160 hours) of experience as an Information Technology Student Assistant, may be substituted for the education requirement.
 
OR
 
Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

Additional Requirements and Information

Leave Time

Full time employees receive between 15 and 35 vacation leave days per year. Employees also receive 13 sick days per year, and employees receive 8 hours of leave to participate in certain school functions or community activities. Deferred Compensation

Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount you want deducted from your paycheck.


Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match that percentage (up to 3%).
