The author alert the way in which the Bill of Digital Economy Act tries to give a solution to the phenomenon of the illegal unloads from the internet on having entrusted the safeguard the intellectual property rights to a body dependent on the Department of Culture and so remove the decisions on that issues out of the area of influence of the judiciary.
