State Enterprise Network Architect (ES 2) Telecommunication Services
 
Duties:
 
Serves as one of the Agency's designated statewide authorities and senior technical expert for the statewide enterprise infrastructure responsible for the engineering, design, architecture, and advises CTS management on matters of operations and maintenance of Washington State’s enterprise network. Responsible for strategic planning for the enterprise network design and architecture. Manages large scale projects that cross multiple agency and local jurisdiction boundaries. As the designated technical authority is responsible for representing the State of Washington when engaging and partnering with vendors to provide innovative solutions for the statewide network enterprise and is responsible for validating vendor and technical team proposals. Decisions made by this position directly affect long-range strategic planning, design, implementation and modification to the enterprise which serves mission critical functions of multiple state and local government agencies. Conducts technical and financial research and analysis, and recommends multi-million dollar State of Washington enterprise architecture technology investments for implementation and on-going management. Provides fourth level technical support encompassing the highest level of engineering expertise and is accountable for making sure that the technology decisions and direction of the agency are correct. This position directly supports the CTS Mission of delivering quality information technology products and services to customers through proactive and timely technology leadership.
 
Required Qualifications: 
 
Knowledge of telecommunication services, concepts, practices, procedures, and techniques including but not limited to data, video, and Voice over IP telephony networks.
Demonstrated experience developing IT strategy and in developing and implementing enterprise-wide technical architectures.
Expertise in information technology management and an in-depth knowledge of a broad spectrum of technologies including Local Area Networks (LANs); Metropolitan Area Networks (MANs); and Wide Area Networks (WANs).
Working knowledge of current, strategic trends in key sectors of the information technology.
Exhibit accomplished communications skills; leadership and problem solving skills, be team oriented with excellent management and interpersonal skills; exhibit the ability to interact effectively with staff from other organizations and to examine business processes from both business and IT requirement perspectives.
 
Desired Qualifications:
 
Masters degree in Computer Science or related field.

The incumbent in this position may be required pass a Washington State Patrol (WSP) criminal background check and meet all standards set by the WSP based on changes in technology and/or service delivery needs.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
