LOCKARD, Frank Parker
Frank Parker Lockard, 93, beloved husband of Carol L. Lockard passed away at Avery Heights in Hartford on August 22, 2012. He was born on August 7, 1919 in Lethbridge, Alberta, Canada, the son of Claude Wesley Lockard and Ethel Parker Lockard, all three being United States citizens. Although he lived for a time in Stoney Brook and Brandon, Ontario, and Chicago, IL, he lived the bulk of his life in East Hartford. He met his wife Carol while both were working at Pratt & Whitney Aircraft, where he was involved in the development of the first jet engine. Carol and Frank were married 66 years. He earned a Masters degree from The California Institute of Technology (1941), and a Masters (1942) and PhD (1951) from Harvard University in engineering, and a Bachelors of Law from the University of Connecticut (1955). In addition to working at Pratt & Whitney, he also worked as an engineer at the United Technologies Research Center and United Sensor, and taught fluid mechanics at the Rensselaer Polytechnic Institute Graduate center. He also maintained a legal practice in East Hartford. He actively supported various social causes including the Quota Force Plan to eliminate the risk of war after World War II, Henry George's Single Tax Plan for a more prosperous and just society, and Esperanto, as a easily learned language without nationalist implications to facilitate international communication and community. He is survived by his wife, Carol, his children, Paul Lockard, Judith Yoreo, Katherine Stedman, and Alan Lockard; His grandchildren, Jennifer Yoreo Mason, Nora Stedman Flanzraich, and Claire Stedman Barry; and his great grandchildren, Kevin Yoreo, Mya Mason and Sylvia Barry.
A memorial event will be scheduled in September.

We were sorry to hear of Frank's Passing. My father Robert Bostwick and I were talking about him today as we remininced about him and your family being neighbors of my grandparents, Marion and Edgar Bostwick on High st.We remember him fondly.

IT IS WITH GREAT SORROW I HEAR OF FRANK'S PASSING. WHAT A GREAT HEL PHE WAS TO ME IN MY LEAGAL WRAGLINGS WITH BUSINESS AND PROPERTY PURCHASES AS WELL AS MY PARENT'S ESTATES. HE IS ONE OF THE GREATS, TOO FEW TO COME ACROSS IN A LIFE TIME. IT IS I WHO IS RICHER FOR HAVING KNOWN HIM AND CALLED HIM MY FRIEND.Y DEEPEST RESPECTS AT THIS TIME TOHIS FAMILY AND FRIENDS.
