Background

The Australian Department of Foreign Affairs and Trade (DFAT) and the United Nations Development Programme (UNDP) have signed an agreement for a US$ 5.4 million grant for micro enterprise and livelihoods recovery, in the aftermath of the devastating April 25 earthquake and subsequent aftershocks.

The Rapid Enterprise and Livelihoods Recovery Initiative (RELRP) under Micro Enterprise Development Programme (MEDEP) will help people recover their livelihoods. Through quick reactivation of local enterprises and establishment of new enterprises the project will also rebuild local economies.

The project, which will be implemented in cooperation with the Nepal Ministry of Industry, targets a total of 12,000 existing beneficiaries of two ongoing initiatives: Micro Enterprise Development Programme (MEDEP) and Micro Enterprise Development for Poverty Alleviation (MEDPA) Programme. In addition new micro entrepreneurs will also be supported. MEDEP and MED-PA focuses on the most marginalized populations in highly affected districts.

Duties and Responsibilities

Under the direct supervision of Rapid Enterprise and Livelihood Recovery Project (RELRP) Manager, Enterprise Recovery District Coordinator will be responsible for following duties and responsibilities

  • Lead the rapid assessment of the existing but earthquake damaged enterprises revival and potential enterprises for quick establishment and new livelihoods opportunities in the district;
  • Ensure the proper implementation of planned activities in close coordination with  District Disaster Relief Committee (DDRC), District Development Committee (DDC) and District Enterprise Development Committee (DEDC), Village Enterprise Development Committees (VEDCs), District level Cottage and Small Industry Offices ( CSIOs); Micro Enterprise Development Programme Staff at different levels;
  • Lead the overall implementation of RELRP in the districts level;
  • Support the selection of Business Development Service Providing Organizations (BDSPOs) for RELRP activities implementation at district level;
  • Facilitate to BDSPOs to implement planned activities and provide technical supports to train them on RELRP  model;
  • Facilitate and develop District Micro-entrepreneurs Group Association (DMEGA) capacity to advocate and lobby for early recovery programme from other organizations and linkages of micro entrepreneurs  to district level Service Providers;
  • Co-ordinate with DMEGA and Market Outlets as the main actors of value chain and provide resources to DMEGA for assessing markets demands and developing market linkage;
  • Facilitate to disseminate the central level policies and decisions to Micro Entrepreneurs (MEs) regarding Micro enterprises relief, recovery and rehabilitation;
  • Co-ordinate with DDCs, Municipalities, VDCs and other organizations to maximize resources and create synergies;
  • Provide support to DDCs, municipalities and VDCs to develop and implement Enterprise Development Plans;
  • Establish good working environment and co-ordination with other donors working in the same areas and try to develop synergy wherever possible e.g. utilization of livelihoods Improvement Programme (LIP) fund of Local Governance and Community Development Programme (LGCDP) using their informal institutional mechanisms such as Community Awareness Centre (CAC) and Ward Citizen Forum (WCF);
  • Conduct regular monitoring field visit for quality assurance of the implemented activities;
  • Carry out financial monitoring of BDSPOs to ensure the effective utilization of resources,  the transparent recording of the transaction and safeguards of assets;
  • Ensure the timely mobilization and effective utilization of BDSPO human resources under sub contract for completing planned activities to achieve the targets;
  • Ensure that MEDEP activities are planned and implemented in a gender sensitive and socially inclusive manner and that all implementing partners are sensitized and trained in gender and social inclusion;
  • Organize regular review and planning with partners and reporting to district stakeholders;
  • Prepare regular progress reports and submit in time;
  • Verify and ensure the data and information entered into the MIS against the planned activities of partner organizations at district level;
  • Perform any others tasks as per needed of the project and as assigned by project management;

Required Skills and Experience

Education:

  • Master’s Degree from recognized university in Management, Agribusiness Management, Natural Resource Management, Agriculture, Forestry, Social Sciences or relevant subjects.

Experience:

  • S/he should have at least 5 years experiences in recovery, livelihood recovery, disaster management, enterprise development sectors, and/or poverty alleviation activities in Nepal.

Computer Skill:

  • S/he should have knowledge of operating Microsoft windows packages such as Word, Excel, email, internet and some packages of database management with typing skills in Nepali and English languages.

Language Proficiency:

  • Good command of both Nepali and English languages and excellent report writing skills.
