по контексту - dividing, sharing, awarding, fighting over, grabbing - все зависит от регистра, но это offices, not portfolios. И не distrubution - этим термином определяется нормальный, упорядоченный процесс, а тут, скорее всего, "вырывать друг у друга", захватывать, делить добычу.

CORRECTION: According to LONGMAN, "to bargain for something" works as well as "to bargain over".

Коллеги, ну это уже даже не смешно! В каком официальном или деловом стиле употребляется выражение «делить портфели»? Из предложения ведь очевидно, что коннотация негативная. Это подчеркивает и фраза «сразу же» - только до власти дорвались и сразу начали «делить», а не делом заниматься. Тем более, как правильно заметили Константин и IreneN, ни глагол «to distribute», ни тем более «portfolios» по логике не подходят.
