OPINION SURVEY ON LINES OF ACTION AND STRATEGIES FOR A  JOURNALISM PROTECTION MECHANISMS - JPM

The United Nations Educational, Scientific and Cultural Organization - UNESCO actively promotes the safety of those who produce journalism and believes that they have the right to work free from the threat of violence and to ensure the right to Freedom of Expression and Opinion for all.

We are conducting a survey on the essential elements in the structure of a protection mechanism for those who perform the practice of journalism and Freedom of Expression; in this regard your collaboration will be important.

We request your opinion on the following proposals, which have five answer choices, please mark the answer according to your criteria.

Absolutely agree. No doubt the application is appropriate.
Agree. It is applicable, it should not be left to take into account.
No opinion. It does not matter whether to apply or not.
Disagree. This should not apply for political, legal, technical reasons, etc.
Absolutely disagree. No doubt, it is not appropriate.

1. Despite the magnitude of possible difficulties, the JPM should prepare systematic and permanent measures to anticipate or reduce the risks or damages that may occur in the exercise of Freedom of Expression and Opinion.

2. Despite the magnitude of possible difficulties, the JPM should ensure the safeguarding, defense or protection of  people performing  the right to freedom of expression and opinion, in a more specific way (physical) and abstract (legal or regulatory framework).

Despite the systematic violation and disrespect of human and constitutional rights prevailing in many contexts, the JPM should be supported by research institutions of crimes against the exercise of Freedom of Expression and Opinion, who manage and seek speedy and transparent justice where appropriate.

4. Although the JPM should be repealed at a certain time, it must be supported by a State Policy that permanently (transcending governments) directs the protection to the exercise of Freedom of Expression and Opinion.

5. Although it should not exist, the JPM must be supported by a National Law requiring observe compliance on the parties without exception, the protection to the exercise of Freedom of Expression and Opinion.

Essentially and Independently of any kind of difficulty, the JPM should become an institution created by the State and supported by a National Law that gives political-administrative attributes for the execution of its lines of action regarding the exercise of the right to Freedom of Expression and Opinion.

7. Essentially and independently of any kind of difficulty, the JPM’s institutionalization, must have autonomy to provide the maximum power of initiative and self-management to decide and implement actions on their protective function of the exercise of Freedom of Expression and Opinion.

Despite the bureaucratic nature of many organizations and public and private institutions, the JPM, for operating purposes, must agree with the same and different economy and society sectors, resources and efforts to optimize results in protecting the exercise of Freedom of Expression and Opinion.

Regardless of the territorial extension of a given context, JPM must be organized and operate in different territorial levels (national, regional, departmental, municipal and local) in order to ensure ability, effectiveness and efficiency for the protection of the exercise of Freedom of Expression and Opinion.

Despite the difficulties of the JPM, it must set up the dynamics of its lines of action, based on a systemic approach or as a set of institutional and organizational elements interacting in a comprehensive way to ensure ability, effectiveness and efficiency for the protection of the exercise of Freedom of Expression and Opinion.
