The Sub-Committee heard oral evidence from the following persons:

DECIDED: That
the premises licence for Kelsall Parish Council, Kelsall Green, Chester Road, Kelsall, CW6 0RS be granted subject to the appropriate mandatory conditions and such conditions as are consistent with the operating schedule, modified as considered necessary to promote the licensing objectives and indicated below:
The opening hours of the premises Monday from 10:00 until 01:00 Tuesday, Wednesday and Thursday from 12:00 until 20:00 Friday from 10:00 until 00:00 Saturday and Sunday from 10:00 until 01:00
Plays Outdoors Monday to Sunday from 10:00 until 20:00
Live Music, Performance of Dance Indoors and Outdoors Friday from 18:00 until 00:00 Saturday to Monday from 10:00 until 00:00
Entertainment of a Similar Description Outdoors Monday from 10:00 until 00:00 Tuesday, Wednesday and Thursday from 12:00 until 20:00 Friday from 18:00 until 00:00 Saturday and Sunday from 10:00 until 00:00
Late Night Refreshment Outdoors Friday from 23:00 until 00:00 Saturday, Sunday and Monday from 23:00 until 01:00
CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. Opening hours and licensable activities as set out above.
2. A detailed safety plan shall be in place for the site.
3. The Premises Licence holder shall liaise with Cheshire Police.
4. Access to the main venue shall be restricted to ticket holders only.
5. Camping shall be restricted to those who have paid for weekend tickets.
6. A detailed risk assessment shall be in place and kept under review.
7. Checklists shall be provided and used by venue and site managers to ensure that the safety plan is fully implemented.
8. There shall be a central office with a radio link to all staff and venues.
9. Audience numbers shall be limited and are monitored by stewards and Venue Managers.
10. Fire hazards shall be reduced by the provision of fire fighting equipment and safe practices in the siting and spacing or tents, vans and caravans.
11. No open fires shall be permitted on the festival site.
12. Electrical installations shall conform to safety standards and are checked by a qualified electrician before use.
13. Adequate toilet facilities shall be provided on site and shall be serviced regularly.
14. Litter shall be controlled by the provision of adequate waste disposal facilities and regular clean up squads.
15. Noise shall be kept to an acceptable level, concerts in the marquee shall finish before midnight.
16. The playing of music on the campsite by campers and festival goers shall not be permitted after 02:00am.
17. An additional ‘Quiet Site’ shall be provided for campers, vans and caravans where no music shall be permitted at any time.
18. Stewards and managers shall be clearly identifiable by wearing badges and yellow coats.
