Uber Technologies Inc. will change the business model for its passenger services in Berlin to comply with German regulations and evade a ban issued by authorities in the country’s capital.

Uber cut the standard fee for its UberPop car-sharing offer to 35 euro cents (44 cents) per kilometer from 1.60 euros. The change would eliminate profit for the driver and effectively turns UberPop into one of many share-a-ride services that have existed in Germany for decades.
