Amid L-G Jung’s queries, AAP govt, opposition spar over DDCA probe

Lieutenant Governor Najeeb Jung’s communication to the Centre questioning the legality of a commission of inquiry set up by the Delhi government to probe alleged irregularities in the Delhi and District Cricket Association (DDCA) has led to a confrontation between the opposition and the ruling AAP.

The government Friday complained about the “unjustified interference” by the L-G in the working of an elected government in violation of the Transaction of Business Rules, 1993. Leader of Opposition Vijender Gupta, however, said the commission was set up to suppress the issue of CBI raid on Rajendra Kumar, principal secretary to CM.

“The government is violating Constitution as well as rules and procedure of conduct and business of state government, and committing contempt of court,” said Gupta. He added that the chief minister was trying to defend Kumar to “divert attention from scams committed during AAP tenure”.

The Delhi government, on the other hand, alleged this was the second instance, within four months, of the Lt Governor trying to block its decision to probe cases of corruption. The government said when the Home Affairs Ministry declared a commission of inquiry null and void in another instance, the matter went to court, and not taking coercive action was the only restraint the commission was told to apply.

“L-G has been interfering in every aspect of democratically elected government. He does not have the powers to do so. Whereas, three subjects namely police, land and public order are in his exclusive domain, all the other subjects fall within the domain of elected government,” said a statement from the Delhi government.

“Setting up any inquiry to probe allegations of corruption/ irregularities in a subject like sports, which squarely falls within the domain of the Delhi Government, does not require any consent of LG. Therefore, the LG or the Centre do not have powers to scuttle the commission,” added the statement.
