The contracting out of the delivery of public services has failed, rather than improved, the capacity of the public service to address disadvantage, according to a new report which recommends a major change in approach to outsourcing.

The Centre for Policy Development, has produced a new report entitled Grand Alibis, which asks whether "contracting out improved the public sector's capability to address persistent disadvantage and meet complex needs?"
