Job Description

Performs a wide range of professional and managerial tasks for the IT Analysts that support and develop the computer solutions, IT architecture and IT processes used by the Department of Treasury. Provide supervision and guidance to unit members, Agency Services and Treasury client IT project teams. Prioritize, coordinate, assign tasks and monitor resource allocation for staff and contractors to align with department-wide IT priorities and maintain effectiveness of IT operations. Acts as the first level escalation for IT issues and as backup for the duties of the direct supervisor.

KNOWLEDGE, SKILLS, AND ABILITIES:
 

  • Experience evaluating, assessing, planning, developing, and implementing programs or services
  • Thorough knowledge of project management tools, practices, and methodologies
  • Knowledge of systems development methodology used in the development of new systems and enhancements for existing systems.
  • Ability to communicate effectively and follow-up on delegated assignments.
  • Ability to provide leadership to and work effectively with a wide variety of people.
  • Ability to make good decisions under pressure
  • Ability to quickly assess problems and present solutions.
  • Ability to make clear and precise instructions to the staff.
  • Ability to work and communicate well with all levels of IT coworkers and users.
  • Ability to prepare detailed written instructions and documentation.
  • Effective oral and written skills.
  • Knowledge of managerial concepts.
 

Required Education and Experience

Education
Possession of a bachelor's degree with not less than 21 semester (32 term) credits in computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, or mathematics.

Experience
Four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

Alternate Education and Experience

Four years of experience as a computer programming supervisor or Information Technology Supervisor may be substituted for the education and experience.

Leave Time

Full time employees receive between 15 and 35 vacation leave days per year. Employees also receive 13 sick days per year, and employees receive 8 hours of leave to participate in certain school functions or community activities. Employees may also qualify for up to 12 weeks of unpaid leave for certain family or medical situations.


Holidays

State employees receive 12 scheduled holidays each year, which include New Years Eve Day and New Years Day, Christmas Eve Day and Christmas Day, Memorial Day, and Veterans Day just to name a few.

Insurance and Other Benefits

Insurances include health, vision, dental and life. Employees also have the option to purchase additional life, accidental death, long term disability, long term care insurance, and legal services. Flexible spending accounts for medical expenses and child care are also available.


Deferred Compensation

Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount you want deducted from your paycheck.


Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match that percentage (up to 3%). ORS administers two different retirement plans for State of Michigan employees: a Defined Benefit (DB) plan and a Defined Contribution (DC) plan. Use the following link for detailed information:
