Thursday, the U.S. Senate voted to block the drastic spike in federal flood insurance rates for many affected properties mandated by the Biggert-Waters Act in 2012. Biggert-Waters was an attempt to phase out taxpayer subsidies for flood insurance and make the program self-sustaining. Currently, federal flood insurance is running a deficit of $24 billion.
