Winterbourne View: Report urges changes in adult care

An official inquiry into abuse at a private care home near Bristol, has called for fundamental changes to the way care for vulnerable adults is commissioned and monitored.

Winterbourne View was subject to an undercover investigation by the BBC's Panorama programme.

Staff were filmed kicking and slapping patients. Eleven former members of staff have pleaded guilty to offences against patients.

The serious case review author Margaret Flynn said: ''There can be no question that patients have been traumatised''.
