L.A. City Council Agenda Item: Pueblo & Olvera Street "Merchant Agreement" - Emergency "Special 23" Motion (NO Public Notice) See Council Video Here!

[VIDEO: Here respected Councilman Bernard Parks ask, "Is Ms. Hahn here? (Yes?!) Then I can get in a couple of items." - Councilman Parks (A shot for 2nd campaign/most absent (both minded and in attendance) in 2011. LOL!]

OH BOY! Shady on so many level, I wanted to post it for all my honorary "Docaillos" in Downtown L.A., since ZD has been bloggin' heavily about Venice, since this is where I'm at and what I see. But the Olvera Street issue is a big one, and kinda like the Venice Beach, Downtown Edition. And it's shady:

First of all cause it's Jose Huizar's item. Secondly, it was seconded by Tom "The Bong" LaBong. (Seen being nutty at the beginning of this video. The word is, "STRATEGIC," Tom...no WONDER you couldn't even say it!) Thirdly, it's L.A. City Council to begin with. (Should've made that one, first!) Fourthly, it's a (un)Rule 23 - (un)Special 1 - "Emergency" item, which is supposed to be used for...well...EMERGENCIES! (Like an earthquake, terror attack or wildfire requiring extra LAFD services. Small stuff like that.) And FIFTHLY, but most importantly, THE MOTION WASN'T EVEN CIRCULATED TO COUNCIL! DOH! (Don't let that stop 'em from the item!)

A BROWN ACT VIOLATION COMPLAINT HAS BEEN FILED WITH THE LOS ANGELES DISTRICT ATTORNEY'S OFFICE, OVER THIS ENTIRE SHENANNI-BOOZLE!

[SPOILER ALERT!: They eventually, "continued," the item "Til Tuesday (80's band reference), but if the "(un)Special 1 - Emergency (un)Rule 23 motion" was illegal/invalid in the first place, it can't be continued, Tuesday. I'm not a legal expert, I just play one on TV and in Federal Court, so we'll let the D.A.'s office sort it all out.] I hope they do a WHOLE NEW (un)Special Item - (un)Rule 1 on Tuesday, with public comment, from the top, along with anything else that needs to be included into the record, "in an abundance of just in case the D.A.'s office agrees with Zuma Dogg."

HERE'S THE MOTION THAT DID NOT APPEAR ON THE AGENDA, AND WAS ANNOUNCED (BAMBOOZLED THROUGH) AT THE END OF THE LOOOOOOOONG MEETING, WHEN EVEN GARCETTI WAS READY TO BUG OUT AND GET BACK TO FBI INVESTIGATIONS) -- PLUS, HUIZAR WASN'T EVEN THERE! (Probably being interviewed, too...and I don't mean by a news reporter.)

BROWN ACT VIOLATION: After the Honorable Councilman Bernard Parks reads the Shady Jose Huizar's motion to council, and it was circulated to council, Wayne Spindler had a public comment card in Van Nuys, however, the Special motion was not circulated in the chambers. I cannot verify if copies were provided in Downtown City Hall chambers. Nevertheless, not having the motion taken into the Van Nuys chambers, when Mr. Spindler was there for public comment on this item may be interpreted as a State of California "Brown Act" violation. So we will see if the Los Angeles County District Attorney's Office interprets it, as such. THIS ENTIRE VIDEO WILL BE SUBMITTED. YOU PUT THE ITEM UP BEFORE COUNCIL, BEFORE IT'S CIRCULATED TO COUNCIL, MORONS? (If THAT is not a violation, it sure as hell should be! LISTEN TO THE REST OF THE PUBLIC COMMENT. Despite how you feel about the Olvera Street merchant agreement, they won't even have time to receive the notices in the mail, mailed on short notice, to respond. Especially since the item has already been voted on, before the notices were sent out. ARE YOU KIDDING!?!?!?! HUUUUUUUUUUUUUIZAAAAAAAAAAR!!!!!)
