Introduction to the study
In 2012, the Town of Shelburne was awarded a Municipal Planning Grant from the Vermont Agency of Commerce and Community Development (ACCD).  The grant application approved by ACCD proposes that the Town complete a planning study.  The goal of the study is to identify infrastructure planning issues and market opportunities associated with a so-called loop or connector road.  
Such a road has been a feature of local planning studies and plans since the early 1960s. According to the grant application, construction of such a road would contribute to the creation of a more grid-like street system in the village. The road also would provide a direct access to a local drug store, supermarket, and other services for those living in the mobile home park and Harrington Village, including many elders who may have limited access to transportation.
Using the funding provided by the grant, the Town recently engaged a consulting team to investigate infrastructure planning issues and economic development opportunities that may be related to the development of the road.  The general area of impact associated with the road is depicted in the figure below.
